tkk现在收费的项目只限EM？---tkk官网上的一句话

tkk官网上有这么一段让我费解。。

Fees and Scholarships

The Degree studies at Aalto University are currently free of charge. Students are expected to cover all living expenses and other study related costs from their own financial resources.

New laws in Finland provide the possibility for Finnish universities to introduce tuition fees to non-EU/EEA/EFTA nationals attending certain, specified Master's degree programmes, i.e. programmes that are included in the Government Decree on Master's Degree Programmes. In Aalto University School of Science and Technology this currently means Erasmus Mundus Programmes.

Aalto University is currently in the decision-making process regarding the implementation of tuition fees. It is possible that some or all of the programmes at Aalto University will be fee-based. The introduction of fees would affect programmes starting in the autumn of 2011 onwards. The fees will not be imposed retroactively (i.e. students already accepted in the specified programmes as full-time degree-seeking students in 2010 or earlier) nor will they be charged with tuition during the length of their Master's programme.

The law stipulates that in addition to tuition fees, each university must also establish a scholarship system to supplement some of the fee-paying students.

对比分割线下面这两段信息我纠结了，就题目来看区别在于一个是MASTER 另一个是 MASTER'S。囧。。。
此外，第一条里面说的Faculty of Information and Natural Sciences提供10个 international's programme和第二条里的是否有交集我也没太看懂（第一条这个说的是international为何只说Faculty of Information and Natural Sciences。。囧。）
这么说tkk的收费项目只是EM的说？不知道我断章取义了否。实在愚笨，甚是费解。还请各位大牛帮忙解答。

我一直理解除EM外可以申请的只有第二条所列这些个项目。记得之前在TKK主页乱逛时还清楚的看到说you can choose to apply master's programme or major 之类的话，又疑惑申请还有programme 和major之分？还望指教！

现在确定的AALTO收费项目就这么几个：

Scholarships and tuition fee

For the intake of 2011, the following Master's programmes will charge a tuition fee of 8000 Eur/academic year (non-EU/EEA-citizens):

Master's Programme in Mobile Computing - Services and Security
Master's Programme in Service Design and Engineering (SDE)
International Design Business Management (IDBM)

Aalto University will offer a limited number of scholarships for those students who are charged tuition fees. There continues to be no tuition fee for EU/EEA citizens, non-EU/EEA citizens who have permanent residence permit in Finland or non-EU/EEA-citizens, how have completed a Finnish Higher Education degree.
