近期，新冠肺炎疫情在境外呈快速扩散态势，有关国家和地区感染人数大幅增长，疫情跨境流动传播的风险增大。为有效防范境外疫情输入，进一步巩固防控成效，根据当前浙江实际情况和疫情防控需要，我省实施以下管控措施：

一、入境时发现发热等症状、属省外入境口岸发现的，按当地相关规定及时处置，并启动省际联动机制加强对接；属我省入境口岸发现的，由口岸所在地政府负责并安排诊治，密切接触人员按既定措施统筹安排。

二、对来自韩国、意大利、伊朗、日本等4国入境人员，实施全程集中安置和隔离措施。对14天内来自或到访过以上国家(地区)的入境人员采取集中隔离医学观察措施，并做好基本生活服务保障工作。抵达目的地或居住地后，由当地政府统筹安排集中隔离14天。

三、对来自法国、德国、西班牙、新加坡、美国、科威特、巴林、泰国、英国、澳大利亚、瑞士、马来西亚、挪威、加拿大、伊拉克、阿联酋、越南、奥地利、瑞典、中国香港特别行政区、中国台湾地区等21个国家和地区的入境人员，实施全程受控安置和隔离措施。原则上由属地政府或所属单位派专车接送前往目的地或居住地，确需自行前往的入境人员，须提前申报。抵达目的地或居住地后应在1小时内向属地社区(村)或单位报告，纳入当地网格化管理体系。有固定居所的，安排居家硬管控14天；没有固定居所的，由当地政府统一安排集中隔离14天。对来自法国、德国、西班牙、新加坡和美国的入境人员，当地政府也可统一安排集中隔离14天。

四、对来自以上25个国家和地区以外的入境人员实施全程登记、定期申报健康状况管理措施。入境人员可自行前往目的地或居住地，抵达目的地或居住地后应在１小时内向属地社区(村)或单位报告，纳入当地网格化管理体系。入境人员须根据当地管制措施申领“健康码”或特别通行证，并按照当地政府要求，每日向社区(村)或单位报告体温等自我检测情况。若有违反规定造成相关后果的，依法追究责任。

五、入境时发现症状安排在医院接受诊治，以及入境时未发现症状、但安排在集中隔离医学观察期间产生的相关费用，均由本人自理。

六、自3月10日起，对境外入境人员申领“健康码”规则调整如下：来自或14天内到访过上述25个国家和地区的人员，新申领浙江“健康码”一律赋红码；前期已申领浙江“健康码”的相关国家（地区）人员，本通告发布前已进入浙江的，不再进行绿码转红码操作；本通告发布时尚未入境的，在其入境后进行绿码转红码处理。

七、以上管控措施，将根据各国（地区）疫情变化情况，实行动态管理，适时进行调整并及时告知。

八、对入境浙江的中外公民一视同仁，无差别执行我省防控措施。在实施管控措施的过程中，我们会充分照顾入境外国公民的合理关切，尊重其语言文化生活习惯。

A Letter to Foreign Nationals

The COVID-19 epidemic has been spreading rapidly outside China. The number of people infected has been rising sharply, and the risk of cross-border transmission is higher than ever. To forestall imported cases of infection and consolidate what we have achieved so far in prevention and control, Zhejiang province has taken the following measures in accordance with the actual conditions and needs of combating the disease in the province:

I. Incoming passengers found with fever or other symptoms at a terminal outside Zhejiang will be taken care of in accordance with relevant containment rules of that jurisdiction, and Zhejiang will stay in close communication through the inter-province coordination mechanism. If passengers with such symptoms are found at terminals within our province, the government of the city where the terminal is located will arrange for hospital diagnosis and treatment, and the quarantine of close contacts in accordance with local regulations.

II. Incoming passengers from South Korea, Italy, Iran and Japan will be allocated transportation to their destination and isolated at designated facilities. Those who are from, or have visited these four countries in the last 14 days will be put under medical observation at designated facilities and provided with all the daily necessities. After arriving at their destination or place of residence, they will be placed under a 14-day quarantine at facilities arranged by local governments.

III. Incoming passengers from the following 21 countries and regions will be provided with transportation to their destination and put under quarantine: France, Germany, Spain, Singapore, the United States, Kuwait, Bahrain, Thailand, the United Kingdom, Australia, Switzerland, Malaysia, Norway, Canada, Iraq, the United Arab Emirates, Vietnam, Austria, Sweden, Hong Kong SAR and Taiwan region.  In principle, their travel from airport to destination will be arranged by either the local governments of their destination or their employers. Self-arranged transportation needs to be declared in advance and is only allowed in absolutely necessary circumstances. Upon arrival at their destination, they should check in with their community within one hour so as to be included in the local grid-based management system. Those with their own residence will be put under home quarantine for 14 days; those without will stay at designated facilities for a 14-day quarantine period arranged by the local government.  For travellers from France, Germany, Spain, Singapore and the US, local governments may also require a 14-day quarantine at designated facilities pending local regulations.

IV. For incoming passengers from countries and regions other than the 25 listed above, travel registration and regular health reporting are required. Incoming passengers could use self-arranged transportation to get to their destination and check in with their community within one hour upon arrival, so that they could be included in the local grid-based management system. They should also apply for the Health Code or a special travel permit in accordance with local regulations, and report their health conditions, including body temperature, to their community on a daily basis. Those who violate local regulations, which results in bad consequences, will be held accountable by law.

V. All costs incurred during hospital test and treatment (when symptoms are found upon arrival) or during centralized isolation (for those with no symptoms upon arrival but still need to be isolated for medical observation) will be borne by travellers themselves.

VI. From March 10th onwards, rules regarding overseas incoming travellers applying for the Health Code have been modified as follows: for those who are from, or have visited the above-mentioned 25 countries and regions in the last 14 days, when applying for the Health Code for the first time, they will get red code; if they have entered Zhejiang before the issuance of this notice, their earlier-assigned green code will not be changed to red; and if they are not yet in Zhejiang when this notice is issued, their code will be changed to red upon entering the province.

VII. The above control measures are subject to further changes according to the developments of the epidemic in different countries and regions. Such changes will be released to the public promptly.

VIII. The prevention and control measures of Zhejiang Province will be applied indiscriminately to foreign and Chinese nationals. When implementing these containment measures, we will give due consideration to the reasonable concerns of foreign nationals with full respect for their language, culture and customs.
